New Zealand schools
New Zealand has withdrawn plans
to restrict primary
schools from admitting
international students after the government recognised the
"incredible" pastoral care schools it provides, according to the
country's education minister.
On May 12, the government said it
would no longer make changes after consultation.
In February, the RNZ reported that the department was considering
restricting international students from taking classes through grade 9.
Allowing some schools to enroll international students is unfair to those that
do not enroll foreign students, putting more pressure on the housing market and
teacher supply, and could cause schools to lose focus on local students.
However, on May 12, the government said it would not continue to
change after consultation.
"When the border was closed,
we were aware of the welfare issues surrounding having very young students, the
kind of who were stranded in New Zealand because the border was relatively
closed," Hipkins told The PIE. "So we want to review the overall
arrangements for students who are coming to New Zealand, primary school-aged
students."
During the pandemic, and with New
Zealand's borders closed, schools "held significantly" as more
international students stayed in the country, the minister noted.
"Many of them, just because
New Zealand is really a really good place in Covid-19, because for a big period
of time in the last two years, we didn't have any Covid-19 at all, they just
bent over and stayed," he said.
The consultation found that New
Zealand does a "pretty incredible job in terms of pastoral care welfare,
on support arrangements for those students and their families," he
continued.
"The evidence that we've
seen is that actually we give them a really, really good experience."
"As a result, we have
decided not to make any changes there, but the consultation actually started in
this particular context with very limited movement at the border... In fact,
the evidence that we've seen in the process is that we actually give them a
really, really good experience."
In some cases, pastoral care for
international students is in fact stronger than domestic students, he
suggested.
"One of the most recent
developments is that we have actually extended many aspects of that [pastoral
care] code to domestic students. To some extent, we have done very well in the
international education space, it emphasizes that there is very little we can
do in terms of pastoral care for our students.
