Tại kỳ họp thứ 7, HĐND TP.Cần Thơkhóa X, nhiệm kỳ 2021 - 2026, đã thông qua nghị quyết quy định mức học phí đối với cơ sở giáo dục mầm non, giáo dục phổ thông công lập trên địa bàn thành phố năm học 2022 - 2023 và nghị quyết về chính sách hỗ trợ học phí năm học 2022 - 2023.

Theo đó, mức hỗ trợ bằng 100% mức thu học phí năm học 2022 - 2023. Nguồn hỗ trợ được thực hiện bằng ngân sách nhà nước của thành phố. Tổng nguồn kinh phí hỗ trợ dự kiến là 308,9 tỉ đồng.

Trước đó, HĐND TP.Đà Nẵngcũng đã thông qua nghị quyết về hỗ trợ học phí đối với trẻ em mầm non và học sinh phổ thông năm học 2022 - 2023.

Cụ thể, thành phố hỗ trợ 100% học phí 9 tháng của năm học 2022 - 2023 theo mức thu học phí công lập năm học 2022 - 2023 do HĐND thành phố quy định.

Các đối tượng được giảm học phí theo các chính sách của T.Ư và thành phố được cấp bù phần hỗ trợ cho bằng 100% mức thu học phí công lập năm học 2022 - 2023.

Dự kiến kinh phí hỗ trợ theo mức thu quy định tại Nghị định số 81/2021/NĐ-CP ngày 27.8.2021 của Chính phủ về cơ chế thu, quản lý học phí đối với cơ sở giáo dục thuộc hệ thống giáo dục quốc dân và chính sách miễn, giảm học phí, hỗ trợ chi phí học tập; giá dịch vụ trong lĩnh vực giáo dục, đào tạo là 414 tỉ đồng.

Ở Bà Rịa - Vũng Tàu, HĐND tỉnh cũng ban hành nghị quyết hỗ trợ học phí cho trẻ mầm non 5 tuổi và học sinh THCS trên địa bàn tỉnh giai đoạn 2022 - 2025.

Theo đó, trẻ 5 tuổi được hưởng hỗ trợ học phí từ năm học 2022 - 2023 (ngày 1.9.2022) đến hết năm học 2023 - 2024. Trong khi đó, học sinh THCS được hưởng từ năm học 2022 - 2023 (từ 1.9.2022) đến hết năm học 2024 - 2025.

Mức hỗ trợ là 100% mức thu học phí công lập theo quy định của HĐND tỉnh Bà Rịa - Vũng Tàu cho từng cấp học theo từng năm học.

Dự kiến hỗ trợ học phí theo nghị quyết này, ngân sách tỉnh sẽ chi hơn 568 tỉ đồng để thực hiện cả giai đoạn 2022 - 2025. Trong đó, riêng năm học 2022 - 2023 là hơn 140 tỉ đồng.

UBND tỉnh Cà Mau quyết định tạm thời chưa thu học phí đối với giáo dục mầm non, giáo dục phổ thông công lập năm học 2022 - 2023. Còn với các khoản thu khác đầu năm học (nếu có) tỉnh yêu cầu thực hiện theo đúng quy định hiện hành, không được thu bất cứ khoản thu nào ngoài quy định.

Sở GDĐT tỉnh Quảng Ninh cũng cho biết đang tham mưu cho UBND tỉnh trình HĐND tỉnh tại kỳ họp thứ 10 sắp tới của HĐND tỉnh khóa XI về chính sách hỗ trợ học phí năm học mới 2022 - 2023.

Tổng kinh phí hỗ trợ dự kiến khoảng 458 tỉ đồng, cao gấp hơn 3 lần so với tổng mức hỗ trợ năm học 2021 - 2022, chủ yếu do mức học phí năm nay tăng cao.

Hà Nội, TP.HCM chưa chốt học phí

Hai thành phố lớn nhất nước là Hà Nội và TP.HCM đến thời điểm này chưa công bố mức học phí áp dụng cho năm học tới.

Tại Hà Nội, theo dự kiến HĐND TP.Hà Nội sẽ thông qua nghị quyết về mức thu học phí năm học 2022 - 2023 của thành phố vào kỳ họp thứ 9, dự tổ chức đầu tháng 9 tới.

Trước đó, dự thảo tờ trình học phí tại Hà Nội năm học 2022 - 2023 đã gây nhiều tranh cãi, băn khoăn khi mức học phí đề xuất có thể sẽ tăng gấp đôi.

Theo kế hoạch, tại kỳ họp thứ 7 vào đầu tháng 7 vừa qua, HĐND TP.Hà Nội sẽ trình dự thảo nghị quyết về việc quy định mức thu học phí với các trường mầm non, phổ thông công lập tại Hà Nội từ năm học 2022 - 2023 đến năm học 2025 - 2026.

Tuy nhiên, kế hoạch trên đã lùi lại, dự thảo về học phí không trình kỳ họp này vì lãnh đạo thành phố đã có chủ trương, yêu cầu tiếp tục rà soát, xem xét xây dựng dự thảo nghị quyết về mức thu học phí theo lộ trình, nhưng hợp lý và có mức hỗ trợ cần thiết trong bối cảnh tác động của dịch Covid-19 gây ra nhiều khó khăn.

Sở GD-ĐT TP.HCM chỉ mới có văn bản yêu cầu các cơ sở giáo dục công lập hiện nguyên tắc duy trì, giữ nguyên toàn bộ các nội dung và định mức thu các khoản thu dịch vụ phục vụ, hỗ trợ hoạt động giáo dục đã thực hiện trong năm học 2021 - 2022 để tiếp tục thực hiện cho năm học 2022 - 2023.

Bộ GD-ĐT đã đề xuất miễn học phí cấp THCS
