Những ngày gần đây, một số tài khoản mạng xã hội bức xúc, phản ánh về việc giáo viên Trường THPT Lê Chân vận động phụ huynh góp tiền xây trạm biến áp, có tổng giá trị gần 1 tỷ đồng.
Tài khoản N.L chia sẻ dòng trạng thái trên mạng xã hội, với nội dung: Cô giáo thì nói là tùy tâm cha mẹ học sinh và không cào bằng số tiền cần đóng nhưng cô đưa ra con số 26 triệu đồng cần phải có đủ cho tổng số 37 em học sinh trong lớp.
Chủ tài khoản này chia sẻ, nuôi được đứa con đi học đã là cả một vấn đề đối với gia đình, mỗi năm học đến là cả trăm thứ tiền. Khoản nào liên quan đến học tập thì gia đình vẫn có thể cố gắng được nhưng xây trạm biến áp cho trường thì thực sự vô lý và nó nằm ngoài khả năng của gia đình.
"Đóng bao nhiêu để cho vừa lòng cô mà con không bị trù úm? Không đóng thì con có được học yên ổn hay không?”, tài khoản N.L bức xúc chia sẻ.

Theo tìm hiểu của phóng viên, trước đó ngày 5/7, Trường THPT Lê Chân ban hành kế hoạch 155 về việc vận động, tiếp nhận và sử dụng trạm biến áp cho trường năm học 2022-2023. Theo đó, dự toán xây trạm biến áp tại Trường THPT Lê Chân với tổng số tiền hơn 998 triệu đồng, bằng nguồn vận động tài trợ.
Kế hoạch này được các các bộ phận chức năng của Sở thẩm định và được ông Bùi Văn Kiệm – Giám đốc Sở GD&ĐT phê duyệt tại văn bản 2412, ban hành ngày 22/7.
Hàng loạt sai phạm, đề nghị trả tiền phụ huynh
Ngày 2/9, Sở GD&ĐT TP Hải Phòng thông tin, việc vận động tài trợ để xây trạm biến áp tại Trường THPT Lê Chân phù hợp với Thông tư 16 của Bộ GD&ĐT quy định về tài trợ cho các cơ sở giáo dục.
Tuy nhiên, sau khi có phản ánh bức xúc của phụ huynh, Sở đã thành lập Đoàn kiểm tra. Qua đó xác định nhiều sai phạm, hạn chế trong quá trình tổ chức vận động xây dựng trạm biến áp tại trường này.
Cụ thể, tính đến thời điểm kiểm tra, Trường THPT Lê Chân đã tiếp nhận tổng số hơn 631 triệu đồng tiền hỗ trợ xây trạm biến áp.

Trong đó, 531 triệu đồng được nhà trường thu từ phụ huynh học sinh lớp 10 năm học 2022-2023. 100 triệu được vận động từ 48 cán bộ giáo viên tại trường.
Theo kết quả rà soát kiểm tra, 480 phiếu thu tiền phụ huynh tài trợ trước ngày 22/7 (thời điểm Giám đốc Sở GD&ĐT phê duyệt kế hoạch).
Có 413/497 phụ huynh ủng hộ cùng số tiền 1 triệu đồng/phụ huynh (chiếm 83,1%), có biểu hiện “cào bằng” trong vận động tài trợ, trái với nguyên tắc.
Ngoài ra, việc nhà trường tiếp nhận tài trợ thực chất là thu tiền mặt đối với học sinh khối 10 vào trước năm học, thời gian thực hiện thủ tục tuyển sinh đầu cấp là không đúng với chỉ đạo của Sở GD&ĐT.
Với những sai phạm, hạn chế nêu trên, Đoàn kiểm tra đề nghị lãnh đạo Sở GD&ĐT yêu cầu Trường THPT Lê Chân dừng ngay việc vận động tài trợ xây dựng trạm biến áp 250KVA-22/0,4KV. Đồng thời, hoàn trả lại số tiền đã huy động được.
Ban giám hiệu trường, đứng đầu là Hiệu trưởng chịu trách nhiệm tổ chức kiểm điểm, làm rõ trách nhiệm tập thể, cá nhân sai phạm. Báo cáo tới Thanh tra Sở trước ngày 15/9 để tham mưu, đề xuất biện pháp, hình thức xử lý cá nhân, tập thể theo quy định.

Anything related to study can be achieved by the family, but building a transformer station for the school is really unreasonable and it is beyond the family's ability.

According to the reporter's research, on July 5, Le Chan High School issued a plan 155 on mobilizing, receiving and using transformer stations for the school year 2022-2023. Accordingly, the cost of building a transformer station at Le Chan High School is estimated at a total amount of more than 998 million VND, by funding mobilization.
This plan was appraised by functional departments of the Department and approved by Mr. Bui Van Kiem - Director of the Department of Education and Training in Document 2412, issued on July 22.
A series of mistakes, asking to pay parents
On September 2, Hai Phong Department of Education and Training informed that the campaign for funding to build a transformer station at Le Chan High School is in line with Circular 16 of the Ministry of Education and Training regulating funding for educational institutions.
