Ngày 9-9, Hội đồng nhân dân (HĐND) tỉnh Quảng Bình khóa XVIII, nhiệm kỳ 2021-2026 tổ chức kỳ họp thứ 7 (kỳ họp chuyên đề) thông qua 12 nghị quyết quan trọng.

Đáng chú ý, trong đó có nghị quyết quy định mức thu học phí năm học 2022-2023 trên địa bàn tỉnh này.
Theo đó, HĐND tỉnh Quảng Bình quy định không thu học phí học kỳ I, năm học 2022-2023 đối với trẻ em học mầm non và học sinh phổ thông công lập, học viên học tại cơ sở giáo dục thường xuyên theo chương trình giáo dục phổ thông trên địa bàn. Tuy nhiên, sang học kỳ 2 thì điều chỉnh tăng ở mức sàn theo quy định của Chính phủ
Về mức thu học phí năm học 2022-2023 đối với cơ sở giáo dục mầm non và giáo dục phổ thông công lập quy định như sau:
Khu vực thành thị: nhà trẻ và mẫu giáo 300-370 nghìn đồng/trẻ/tháng (tùy theo bán trú hoặc không bán trú); trung học cơ sở, trung học phổ thông 300 nghìn đồng/học sinh/tháng.
Khu vực nông thôn: nhà trẻ và mẫu giáo 100-150 nghìn đồng/trẻ/tháng; trung học cơ sở 100 nghìn đồng/học sinh/tháng; trung học phổ thông 200 nghìn đồng/học sinh/tháng.
Vùng đồng bào dân tộc thiểu số, miền núi, bãi ngang ven biển: nhà trẻ và mẫu giáo 50-80 nghìn đồng/trẻ/tháng; trung học cơ sở 50 nghìn đồng/học sinh/tháng; trung học phổ thông 100 nghìn đồng/học sinh/tháng.
Trong trường hợp học trực tuyến thì mức thu học phí bằng 80% mức học phí theo từng cấp học được quy định tại nghị quyết này.
Theo báo cáo thẩm tra của Ban Văn hóa - Xã hội HĐND tỉnh Quảng Bình, mức thu thu học phí năm học 2022-2023 mặc dù cao hơn năm học 2021-2022 nhưng đây là mức học phí được xây dựng ở mức sàn - mức thấp nhất theo khung học phí được quy định tại Nghị định của Chính phủ quy định về cơ chế thu, quản lý học phí đối với cơ sở giáo dục thuộc hệ thống giáo dục quốc dân và chính sách miễn, giảm học phí, hỗ trợ chi phí học tập; giá dịch vụ trong lĩnh vực giáo dục, đào tạo.
