Chuẩn bị cho năm học mới, Sở GD-ĐT TP.HCM đã ban hành những quy định về việc tiếp nhận tài trợ cho các cơ sở giáo dục và kinh phí hoạt động của Ban đại diện cha mẹ học sinh.
Ngày 29.8, Sở GD-ĐT TP.HCM đã có có công văn hướng dẫn về việc tiếp nhận tài trợ cho các cơ sở giáo dục và kinh phí hoạt động của ban đại diện cha mẹ học sinh.
Theo đó, Sở GD-ĐT TP.HCM yêu cầu việc tiếp nhận tài trợ các trường phải thực hiện theo đúng Thông tư 16 của Bộ GD-ĐT quy định là đảm bảo nguyên tắc tự nguyện, công khai, minh bạch, không ép buộc, không quy định mức tài trợ bình quân, mức tài trợ tối thiểu. Không lợi dụng việc tài trợ cho giáo dục để ép buộc đóng góp và không xem huy động tài trợ là điều kiện cho việc cung cấp dịch vụ GD-ĐT.
Các cơ sở giáo dục vận động, tiếp nhận các khoản tài trợ để thực hiện các nội dung: Trang bị thiết bị, đồ dùng dạy học, thiết bị phục vụ nghiên cứu khoa học, cải tạo sửa chữa… Khuyến khích các nhà tài trợ tổ chức thực hiện đầu tư, xây dựng theo hình thức “chìa khóa trao tay”, mua sắm trang thiết bị và lắp đặt hoàn chỉnh để bàn giao cho trường học.
Sở GD-ĐT cũng nêu rõ các trường không vận động tài trợ để chi trả thù lao giảng dạy, các khoản chi liên quan trực tiếp cho cán bộ quản lý, giáo viên… Lãnh đạo các trường cần mở rộng các đối tượng vận động tài trợ, không chỉ tập trung vào một đối tượng là phụ huynh học sinh.
Về kinh phí hoạt động của Ban Đại diện cha mẹ học sinh, Sở GD-ĐT quy định cụ thể các khoản kinh phí ủng hộ của người học hoặc gia đình người học cho Ban Đại diện cha mẹ học sinh theo nguyên tắc tự nguyện. Không sử dụng các khoản kinh phí của Ban Đại diện cha mẹ học sinh cho các mục đích như mua sắm máy móc trang thiết bị, bảo vệ cơ sở vật chất, khen thưởng giáo viên, hỗ trợ công tác quản lý…
Cũng trong hướng dẫn thực hiện về hoạt động của Ban Đại diện cha mẹ học sinh, Sở GD-ĐT yêu cầu lãnh đạo các trường học không nhận ủy quyền hoặc thay mặt sử dụng kinh phí hoạt động của Ban Đại diện
